The client is a global multi-disciplinary contractor that undertakes the detailed engineering, procurement, fabrication, construction, and onshore pre-commissioning & commissioning of offshore topside modules and facilities for FPSOs (floating production storage and offloading vessels), FSOs (floating storage and offloading vessels), FLNGs (floating liquefied natural gas vessels), FSRUs (floating storage and regasification units) and Fixed Platforms, onshore modules for land-based plants for the Oil and Gas industry, as well as offshore and onshore renewables and green energy sectors. With a growing focus on Environmental, Social and Governance (ESG) agendas, the client strategically embeds sustainability into its business model while seeking incentives from sustainable financial products that are available in the capital market. In this project, GHG emissions reduction was identified as its SPT, as an independent party TAC performed the review of its SPT and KPI identification and verify its GHG inventory baseline in accordance with the International Standard ISO 14064-3:2019. Based on the verified baseline, the client has committed to reducing its GHG emissions intensity targets by a substantial amount in the next 5 years. This target is well-aligned with the Science-based Target of 1.5°C. The scope of the project focused on the monitoring and management of surrounding seawater quality with specific recommendations and mitigation measures outlined in the EMMP document. Moreover, a monitoring and reporting mechanism was set up to assess the effectiveness of recommended mitigation measures. The EMMP will help to mitigate any adverse impact generated from the project’s activities on seawater quality, resulting in overall benefit to the marine biodiversity of the surrounding area. As such, companies see the need to assess the company’s waste stream and conduct a waste audit for their operation. As part of the Client’s sustainability efforts, TEMBUSU Asia (TAC) will assist the Client in developing a framework to ensure the traceability of various categories of waste and end-of-life treatment by the vendors. This project is unique as there is limited standards and references in the logistic industry on the best practices. The Client was concerned about the reputational risks associated with its waste vendors and how they can monitor or influence their vendors’ actions related to sustainability issues. TAC supported the client in the analysis of international waste management practices and provided innovative solutions that would help the client to reach their sustainability goals. In doing this, TAC seeks to fulfill the United Nations SDG12: Sustainable Consumption and Production. This strategic move reinforces TAC’s expertise to drive the regional carbon trading market alongside ACI, catalysing the generation and issuance of high-quality carbon credits to meet the increasing market demand in Asia . The World Economic Forum projects that Asia's green economy will play a transformative role globally in the next decade, with its market for green businesses expected to reach between USD 4 to 5 trillion by 2030 . In 2023, Asia led in terms of carbon credit transaction volume in the voluntary carbon market. Despite a notable pullback from REDD+ projects last year, the Asia carbon market shows ample room for growth . Meanwhile, carbon credits from engineered projects overtook nature-based credits in 2023 . With a special focus on engineered projects such as technology-based and urban-related carbon reduction and removal solutions, ACI provides greenhouse gas mitigation project proponents in Asia an alternative standard that is closer to home for credit registration. TAC will offer its technical expertise and regional knowledge to verify the integrity of the carbon credits based on relevant standards. Pooling their network together, ACI and TAC are expected to expand their reach to more companies in Asia and beyond, providing an avenue for more Asian players to participate in the emerging Asia carbon market . Celebrating its 6th year anniversary on 7th July 2024 , TAC recounts the role it has in driving Singapore corporates’ decarbonisation efforts. From Sustainability-Linked Loans and Resource Efficiency Grants to Verification under Singapore’s Carbon Pricing Act, TAC has been conducting greenhouse gas validation and verification for companies in Singapore as part of the companies’ carbon reduction journeys. Supported by Enterprise Singapore, TAC deepened its capabilities and was accredited by the Singapore Accreditation Council (SAC) for its greenhouse gas verification competencies . This provided greater assurance that TAC’s verification process is aligned to international standards and opened doors for TAC to access new opportunities in the carbon services space. To date, TAC has verified over 9.16 million tonnes of greenhouse gas for various industries. With ACI’s accreditation, TAC can support project developers from Asia in fuelling Asia’s decarbonisation agenda. As carbon taxes and Emission Trading System in Asia mature, the demand and value of carbon credits are anticipated to rise in the near future. This timely accreditation by ACI enables TAC to verify the additionality and verifiability of carbon credits from energy, manufacturing and chemical industries to mining, waste, and afforestation and reforestation sectors , giving Asia’s greenhouse gas mitigation project proponents more access to register their carbon credits. From left to right: Alexander Zehnder (Steering Board Member of ACI), John Lo (Founder of ACI), Tan Seng Chuan (Chairman and Managing Director of TAC) and Lee Shiau Ping (Department Head of Carbon & Sustainability at TAC). About TEMBUSU Asia TEMBUSU Asia began operations in July 2018 and has been accredited by the National Environmental Agency (NEA) to conduct greenhouse gas emissions verification under the Carbon Pricing Act since 2019. Subsequently, TAC attained accreditation by the Singapore Accreditation Council as a validation and verification body in 2023. With ACI’s accreditation added to its laurels, TAC is poised to verify carbon credits registered under the ACI program. TAC is also a licensed assurance provider under AA1000AS. • Greenhouse Gas Verification Services for a Power Generation Company

Home / Projects Projects Greenhouse Gas Verification Services for a Power Generation Company July 31, 2024 All Projects, Carbon & Sustainability On February 2022, Singapore’s Finance Minister Lawrence Wong announced during the Singapore Budget 2022 that the city-state will raise its carbon tax to S$25 per million tonnes of CO2 equivalent (mtCO2e) in 2024 and 2025, from its current value of S$5/mtCO2e. The amount will progressively increase to S$45/mtCO2e in 2026 and 2027, and S$50 to S$80/mtCO2e by 2030. This move represents one of the largest government-mandated carbon taxes to finance its decarbonisation efforts, create a regional carbon marketplace, and bring forward its net zero emission deadline. The carbon tax will be applied on emission-intensive facilities that directly emit at least 25,000 mtCO2e of greenhouse gas (GHG) emission annually. Companies registered as a taxable facility may utilise high quality international carbon credits to offset up to 5% of their taxable emissions from 2024 onwards. Under the Carbon Pricing Act (CPA), industrial facilities are required to comply to the Measurement, Reporting and Verification (MRV) requirements to determine the amount of GHG emissions annually. To do so, facilities must submit a Monitoring Plan and an Emissions Report and engage an NEA-accredited third-party verifier to verify the accuracy of the Emissions Report and implications of GHG control measures. One of Singapore’s largest power generation facilities approached TEMBUSU Asia Consulting (TAC) to conduct its MRV and verify their reckonable GHG emissions as indicated in their Emissions Report. The scope of MRV includes extensive desk analysis on data collected during the reporting period, and physical inspection of the facility’s emission streams and sources. TAC also conducted in-depth analysis on the facility’s quality management framework and data management system to substantiate the claim made by the client. TAC then submitted an endorsed Verification Plan Summary and Verification Report to NEA for verification once the MRV has been conducted, as required. This project highlights TAC’s commitment to fulfil 3 of UN SDGs, SDG 7: Clean and Affordable Energy, SDG 12: Responsible Consumption and Production, and SDG 13: Climate Action. Previous Back Next
