Home / Projects Projects Greenhouse Gas Verification Services for a Power Generation Company July 31, 2024 All Projects, Carbon & Sustainability On February 2022, Singapore’s Finance Minister Lawrence Wong announced during the Singapore Budget 2022 that the city-state will raise its carbon tax to S$25 per million tonnes of CO2 equivalent (mtCO2e) in 2024 and 2025, from its current value of S$5/mtCO2e. The amount will progressively increase to S$45/mtCO2e in 2026 and 2027, and S$50 to S$80/mtCO2e by 2030. This move represents one of the largest government-mandated carbon taxes to finance its decarbonisation efforts, create a regional carbon marketplace, and bring forward its net zero emission deadline. The carbon tax will be applied on emission-intensive facilities that directly emit at least 25,000 mtCO2e of greenhouse gas (GHG) emission annually. Companies registered as a taxable facility may utilise high quality international carbon credits to offset up to 5% of their taxable emissions from 2024 onwards. Under the Carbon Pricing Act (CPA), industrial facilities are required to comply to the Measurement, Reporting and Verification (MRV) requirements to determine the amount of GHG emissions annually. To do so, facilities must submit a Monitoring Plan and an Emissions Report and engage an NEA-accredited third-party verifier to verify the accuracy of the Emissions Report and implications of GHG control measures. One of Singapore’s largest power generation facilities approached TEMBUSU Asia Consulting (TAC) to conduct its MRV and verify their reckonable GHG emissions as indicated in their Emissions Report. The scope of MRV includes extensive desk analysis on data collected during the reporting period, and physical inspection of the facility’s emission streams and sources. TAC also conducted in-depth analysis on the facility’s quality management framework and data management system to substantiate the claim made by the client. TAC then submitted an endorsed Verification Plan Summary and Verification Report to NEA for verification once the MRV has been conducted, as required. This project highlights TAC’s commitment to fulfil 3 of UN SDGs, SDG 7: Clean and Affordable Energy, SDG 12: Responsible Consumption and Production, and SDG 13: Climate Action. Previous Back Next

Home / Projects Projects Training on “Disaster Risk Reduction” August 19, 2019 All Projects, Capacity Building TEMBUSU Asia was awarded a project by the Ministry of Foreign Affairs (MFA) of Singapore and UN Office for Disaster Risk Reduction (UNDRR) to conduct a 4-days training programme on “Disaster Risk Reduction” (DRR) for mid-senior level foreign government officials in September 2019. This programme focuses on Sendai Framework for Disaster Risk Reduction, covering topics of vulnerability risk assessment, DRR financing, strengthening policy & decision-making process, strengthening governance & capacity building, climate change mitigation & adaptation measures, urban planning, and building public health resilience through pandemic preparedness. The training programme is intended to provide the participants with a deeper understanding of how to work on the best strategic DRR action planning in accordance with the climatic conditions and prevalent disasters of their respective countries. As part of the assessment, Recycling Facility was audited to determine compliance of business operations with applicable national environmental regulatory requirements & business permits and to identify whether any potential environmental risks present. Home / Projects Projects EHS Audit for a Tires and Brakes Manufacturing Facility May 27, 2024 All Projects, Carbon & Sustainability TEMBUSU Asia was engaged to carry out an Environment Health and Safety (EHS) Legal compliance assessment for a manufacturing facility in Singapore dealing with tires and brakes. The EHS practices were evaluated based on the regulatory compliance in Singapore and the corporate policy. The scope of work involved the evaluation of both Environmental and Occupational Health and Safety aspects including permitting and supervision, storage of hazardous waste, atmospheric emissions, wastewater management, organization and management, chemical handling, ergonomics, accidents and work-related illness and emergency response programs. TAC performed the review to understand the facility’s EHS structure & process. The review was conducted in line with the relevant Workplace Safety and Health (WSH) Act, Fire Safety Act, Environmental Public Health Act and Regulations, International Standards (ISO), company policy and industrial best practices. The scope of activity was completed by the TAC team having industrial expertise in the EHS domain and certified ISO lead auditors which helped in scrutinizing the audit based on standard methodology. The brief scope of work completed includes desktop assessment of documents, site audit, preparation of the audit report and recommendation of best practices. This project highlights TAC’s commitment to fulfilling 4 UN SDGs, SDG 3: Good Health and Well-Being, SDG 6: Clean Water and Sanitation, SDG 8: Decent Work and Economic Growth and SDG 13: Climate Action. Jointly organised by SBF and Institute of Engineers Singapore (IES), this course outlines the basic principles in PPP contracts, Project Finance fundamentals, and Project Finance Modelling techniques for beginners. It provides an overview of Project Finance terminology, terms, and references used by project stakeholders, owners, consultants, contractors, stakeholders, lenders, and investors. The hands-on modelling session offers a basic toolkit for project management personnel to translate engineering inputs into making economic sense. The workshop will also provide the attendees with a deeper understanding of how project finance modelling can be used to manage covenants in project finance contracts and hence the core foundation skills to better negotiate with project lenders and investors. Per National Environmental Agency requirements, any new development sited within 50m of a petrol station needs to conduct an EIS to assess for potential environmental impacts arising from activities at the petrol station. The petrol station operation generates various impacts related to vapor fumes, odor, and noise. Vehicle movement for refueling and the presence of repair & maintenance activities on-site may cause noise impacts. Other activities, including bulk fuel transfer, storage tank venting, and motor vehicle filling, may also deteriorate the air quality and create environmental impacts on hotel development. The EIS will monitor levels of vapor fumes and noise to assess the potential impacts of petrol station activities on the proposed hotel development. The EIS report will provide recommendations to reduce impacts concerning the air quality and noise to acceptable levels as required by relevant environmental standards. Previous Back Next

The study would look into marine farming to identify areas that are hydrodynamically separated. Pathogen characteristics would also be identified and built into the model to study the pathogen movement due to hydrodynamics and water quality with regard to the connectivity of farming sites. This study showcases TAC’s strong partnership where experts from various disciplines collaborate to deliver a wide range of sustainable solutions in water resources planning and food security. Prior to this project, TEMBUSU Asia has provided consultancy services for the client during the design stage to fulfil its duty as an Occupier of construction workplace under WSH Act and related regulations. The consultance scope include assistance in the preparation of WSH framework for EPCM project covering WSH management plans & procedures. It also includes the review of existing company WSH documents to identify an gaps vis-a-vis Singapore WSHframework. We will deploy the WSH consultant at site to inspect and review of implementation of site WSH practices. Also, our scope includes Design-for-Safety (DfS) services in which our registered DfS Professional will assist client to fulfil its duties under DfS regulation. Inspection of the gas pipeline will be carried out to check the condition of the gas pipe installation (e.g. for any signs of corrosion and leakages) and to observe any significant pressure drops to ensure the safety of the plant.
